1. What problem does this proposal address?

Because capital projects compete directly with operating expenses for funding under the discretionary caps, and there is no adjustment mechanism to address spikes in capital needs, expensive projects frequently lose out to ongoing operating expenses. In order to fund a new FBI building costing $2.5 billion out of the FBI’s budget, Congress would have to cut FBI operating expenses by about 30%, which clearly is unrealistic.
